First of all, you first need to know how to make a website.

There should be an instruction in these sites of how to make a site.
Briefly, you obviously need to plan out what to put in your sites.
Pictures? Videos? Sharing musics? List them down with paper and pen.
Know how many tabs you need. Obviously, you need a homepage. Put a big, flashy title like "WELCOME ANIME FANS!!!" Maybe an introduction about you and your site and blah blah blah. A picture here and there.... Make your homepage attractive. (Making your own logo for your site is cool)
Then maybe another tab for pictures....like you want to show off your wallpapers to your friends. After you figure out how to make a tab, put a title clearly saying "Pick up hot pictures of Orochimaru!!!" (just kidding, lol) After that, you need to find a way to upload pictures.... Hmmm.....
To upload pictures to your site, you need to "hotlink" to some other site that shows pictures. Heard of http://photobucket.com/ ? It's a great place to start from there.
First, if you don't have one, make an account for Photobucket (link above). Should be piece of cake with whipped cream. ;D
Second, go find a picture you want in Google/Yahoo/etc Image site and save it in your computer. Right-click, click "Save As", save it into "My Picture" folder or Desktop, and click "OKAY!!"
Once you got the picture, log-in Photobucket site and at the top, click "my album" tab. From there, click a button to upload image. Then blah blah blah (hopefully you know what to do) and you uploaded a picture! So now what?
At the bottom, you should find a picture you just uploaded. Roll your mouse over the image and you should find the "Direct Link". Highlight the link and press Ctrl+C (which is a shortcut to "copy", or just right-click and click "copy").

There should be some icon like "Insert Image". Find it and put the Image URL in. Now you got an image!
Now how about videos?
Pretty much the same as how you put image into your site... (almost the same I mean)
Instead of using Photobucket to upload image, you now use the all famous Youtube! Get an account if you don't have one, go to your profile, and start uploading! (may take as long as hours to upload a video)
After uploading, find the page of your video and to the right-side, there should be "URL" link and "Embed" link. Highlight the "Embed" link and copy it.
Go back to where you edit the page and find the icon for inserting "HTML Code" (should be somewhere next to "Insert Image" icon). For your information, that "Embed" link is one HTML Code.
Find a way to get the code embed. Paste the "Embed" link you copied from youtube into the text box, highlight it, and click the HTML Code icon.
There are different ways to embed HTML Code, so I'm not exactly sure what's the right way to do this for your site.
And after decorating your homepage.........
After inserting images..........
After inserting the videos..........
You're pretty much done for now. =D
For some final touches, you may want to add an extra tab for "Guestbook" or something like that for other people to comment your site. Maybe chatbox and polls/surveys, etc. But for those things, you have to find that on your own. >.>
